THE RANDOX HEALTH GRAND NATIONAL FESTIVAL - APRIL 4th, 5th and 6th 2019

 

ALTERNATIVE ARRANGEMENTS IN THE EVENT OF ABANDONMENT AT THE
RANDOX HEALTH GRAND NATIONAL FESTIVAL 2019 (AINTREE)


In the event of abandonment the programme will be revised to allow the
rescheduling of races. If necessary, the Meeting will be extended to include any
such dates as determined at the time by the British Horseracing Authority.


OWNERS’ AND JOCKEYS’ BRANDING SITES AND ATTENDANTS’ CLOTHING
Further to the British Horseracing Authority’s decision to allow the sponsors to
have the option of exclusive access to all the owners and jockeys’ branding sites
and attendants’ clothing for races at The Randox Health Grand National Festival
2019, the sponsors, Aintree Racecourse, the Racehorse Owners’ Association and
the Professional Jockeys’ Association have reached agreement for this option to
apply in all races.


1.     The sponsors have exercised the exclusivity option in all 21 (twentyone) races scheduled to take place during The 2019 Randox Health
        Grand National Festival. These are (subject to change):-

Branding Options/Display
2.    (i) For all races during The 2019 Randox Health Grand National Festival, the sponsors will display their logo on Owners’ silks, Jockeys’ branding
           sites and attendants’ clothing. All logos will be supplied by the sponsors.
           In addition, for The Randox Health Grand National Steeple Chase the sponsor will provide a branded paddock sheet/rug.


(ii)       For all races, with the exception of the Betway sponsored races, where Randox Health logos may be worn, the race sponsors will display their
           logos on selected sites. These logos will be supplied by the meeting’s sponsors. The appropriate payments will be made to the owners and
           jockeys in all races, subject to the usual conditions.


(iii)     Where branded items are not provided by Randox Health, or the race sponsor, all branding sites MUST be left clear, or covered, to comply
          with the Sponsorship Code of Conduct.

 

Sponsorship payments to Owners and Jockeys
3.     The sponsors will pay the Owners of horses, who display the sponsors’ logo on Owners’ silks and paddock sheet/rug, taking part in the Randox
        Health Grand National £1,250, plus VAT, where applicable, each.
        In the other 20 (twenty) races, a sponsorship payment of £210, plus
        VAT, where applicable, will be made to each Owner who displays the sponsor’s logo. It is possible that in one race the sponsors will allow
        logos promoting a local charity to be worn instead of their own. If this is the case, the sponsorship payment will still be made to Owners.


4.    Subject to the Rules of Racing, the sponsors will make a payment of £173.49, plus VAT, where applicable, per ride to each Jockey who
        displays the sponsor’s logo.

THE AINTREE FESTIVAL – 2019 VETERINARY REVIEW

 

Please see below important information about the pre-race examination process,
notification of poor movers, and medication declaration requirements for this
year’s Aintree Festival.


Pre-race examination
All horses running at Aintree Festival will be subject to a pre-race examination and
trot-up on the morning of race day.


From a logistical point of view, the earlier in the morning that the pre-race
examinations take place, the better for trainers, horses and veterinary staff.
Therefore, we would ask for horses to arrive by midday.


Notification of Poor Movers
Trainers who have a horse due to run which may be described as a “poor mover”
or which has an “asymmetrical gait”, should identify these horses to BHA before 

March 25th. This will enable the horse to be examined and observed and will
allow any abnormalities to be noted in conjunction with the trainer and his stable
veterinarian, long before race day examinations occur. This will help to avoid any
last-minute dispute or disappointment on race days.

Medication Declaration Requirements
Trainers are required to submit completed medication declaration forms to the
BHA, for runners in the Grand National, Topham Chase and Foxhunters’ Chase,
covering the 45-day period prior to the day of the race.


Medication Declaration Forms
There are two forms to complete and submit for the medication declaration
process. Trainers must fill out forms for horses entered in The Grand National,
Topham Chase and Foxhunters’ Chase.


Medication Declaration Form A
Trainers of all horses competing at the Festival must have completed a Medication
Declaration Form (Form A) by Thursday, March 28th 2019. This form has two parts:

 

 

•       Part One: This is for any medications which were given to the horse in the
        35 days prior to Thursday, March 28th 2019, from February 20th onwards.
        These medications would include routine injections, oral preparations and creams.


•       Part Two: This is for any long-term effect medications that have been given
        to the horse in the six months prior to Thursday, March 28th 2019. Examples
        of these could include long-term acting corticosteroids or bisphosphonates. 

 

Form A must be emailed to the BHA via
aintree-meds@britishhorseracing.com, by Thursday, March 28th.
Please note, horses will be ineligible to have their entries confirmed if Form A has not been received by the stipulated deadline, as per the race entry conditions.


Medication Declaration Form B
Medication Declaration Form B is for any medications or treatments administered to
the horse up to the day of racing since the completion and submission of Form A.  

As no medications are allowable on race day, Form B can be completed on the
evening before the race.

All horses running at Aintree Festival will be subject to a pre-race examination
and trot-up, and a completed copy of Form B must be presented to the BHA
Veterinary Officer during the examination and trot-up process. A horse will be
withdrawn on raceday if Form B is not presented during the pre-race examination


Summary
To summarise, Trainers are required to submit to the BHA 45 days of medication
records for horses due to run in the Grand National, Topham Chase and
Foxhunters’ Chase.


Form A covers all medications given in the 35 days prior to March 28th 2019, and,
any medication with a long-term effect given in the previous six months and
should be emailed to, aintree-meds@britishhorseracing.com


Form B includes any medication administered since the completion and submission
of Form A and should be presented to the BHA Veterinary Officer at the pre-race
examination/trot-up required for every horse on the morning of raceday.


Trainers who have a horse which may be described as a “poor mover” or which
has an “asymmetrical gait”, should identify these horses to BHA before March 25th 2019.

THE ALL-WEATHER CHAMPIONSHIPS 2018/2019 (AWC VI) RULES FOR HORSEMEN

The All-Weather Championships will run from Tuesday, October 23rd 2018 - Good Friday, April 19th 2019 inclusive.


The All Weather Championship Finals Day will take place at Lingfield Park on Good Friday, April 19th 2019, featuring the 6 Championship Category Finals.


The Total Prize Fund on the day is £1 Million. Five Championship races are worth £150,000 with the Middle Distance Championship worth £200,000. The seventh race is an Apprentice Handicap worth £50,000. This race will be subject to the same eligibility that governs the All-Weather Finals.


The 6 All-Weather Championship Categories are;


  3 Year Old
  Sprint
.    Mile
  Marathon
.    Fillies & Mares
  Middle Distance

There are two ways for a horse to qualify for an All-Weather Championship Final Race:


Either a horse must run a minimum of three times on the All Weather Surfaces in Great Britain, Ireland or France (or twice if it has also run at least once on dirt at Meydan) during the Qualifying period which runs between October 23rd 2018 and April 12th 2019 (inclusive) and be rated high enough to ’make the cut’ in a Championship Race by order of its Official BHA Rating, or: 


A horse can win a specific ‘FAST TRACK QUALIFIER’ which will qualify for FREE and GUARANTEED entry into the Final of that FAST TRACK QUALIFIER category.

There will be 4 ‘FAST TRACK QUALIFIER’ races for each Championship Finals race.


In the event of a dead-heat in a ’FAST TRACK QUALIFIER’ the Free and Guaranteed entry will be given to all winning horses in that race. In the event of disqualification of the winner of a qualifier, the horse which is officially promoted to first place will be awarded the ’FAST TRACK WINNER’ entry. 

In the event of a Fast Track Qualifying Winner winning more than 1 Fast Track Qualifier, the horse that finishes 2nd will not receive an automatic place in the respective Final. A horse must have won a FAST TRACK QUALIFIER in order to claim the Qualifying place in the Final.


Any horse qualifying for a guaranteed place in more than one of the Finals, by winning a Fast Track Qualifier within more than one category, may be entered in each of the respective Finals for which they are qualified, but will only be able to be declared (at the 48 hour declaration stage) for one of the Finals.

In the event of two or more horses being rated the same for a place in the Championship Final Races, the places in the Championship Final will be awarded based on the following tie-breaking count-back rules:


.    No. of wins in the qualifying period
.    No. of 2nd’s in the qualifying period
.    No. of 3rd’s in the qualifying period
.    No. of 4th’s in the qualifying period
.    Random Ballot


Entry for the Championship Final races will be at the normal 6 day entry system with 48 hour decs.

NB: The Official BHA Rating of entrants on the day and time of entry will be used to determine the finalists.

A reserve system will operate for the 6 Championship Final races in the same way that they currently operate for other notable races in Britain. Two reserves will be selected for each Final race.


In addition, a prize presentation will be made to the All-Weather Champions in each of the following categories, which will be based solely on the number of winners:
.    Champion All-Weather Jockey
.    Champion All-Weather Trainer
.    Champion All-Weather Owner
.    Champion Apprentice Jockey
.    Winning Most All-Weather Horse

In addition to the awards above, the horse who wins the most prize money in Britain during the period will become the ‘All-Weather Horse of the Year’.

This race will be restricted to 30 runners plus two reserves

The two reserves will be nominated as R31 and R32.

The British Horseracing Authority will modify the Rules of Racing as a consequence of
providing two reserves for the Coral Scottish Grand National Handicap Steeple Chase

The procedure for the allocation and operation of the reserves protocol will be as
detailed in the BHA notices, under Conditions for Entry on the BHA Racing
Administration Internet site www2.racingadmin.co.uk

Trainers are reminded of the provisions of Schedule (F)7 which require that they
must notify the Racing Calendar Office immediately when the decision has been
made not to run. This will maximise the list of runners and determine whether the
weights will need to be raised.

The British Horseracing Authority will amend Rule (F)45 and Rule (F)92 of the Rules of
Racing in the event that raising of the weights at the 24 hour stage proves necessary.

The British Horseracing Authority has also modified Rule (F)92, Rule (F)96, Rule
(F)102 and Rule (F)103 of the Rules of Racing for the purposes of this race. The
penalty referred to in Rule (F)96 will be waived for any horse which is deemed a
non runner by 1.00 p.m. on Friday, April 12th

Trainers of those horses which are likely to be subject to potential elimination are
requested to consider in advance whether they wish their horse to stand as a
reserve in the event of it being eliminated.

A 48 hour declaration to run deadline will apply to this race. Declarations to run
for this race must be made by 10.00 a.m. on Thursday, April 11th. In the event of
any non runners being declared to the Racing Calendar Office before 1.00 p.m. on
Friday, April 12th, the reserves will take their place in accordance with the
procedures set out in the published notice.

Racecourse Executive to stage a public Draw at which the stall numbers for
declared runners will be decided by random ballot. The Draw will be overseen by a British Horseracing Authority official.


Please note that trainers and their representatives will not be required to
attend.

Spring Meeting, 2019
FIRST DAY - Saturday March 30th


1.      Trainers are reminded that declarations to run for THE UNIBET LINCOLN
         (HERITAGE HANDICAP) (CLASS 2) on Saturday, March 30th must be made
         by 10.00 a.m. on Thursday, March 28th.

2.     Entries for THE UNIBET SPRING MILE HANDICAP STAKES (CLASS 2)
        on Saturday, March 30th will be restricted to those horses which were declared
        to run at the 48 hour declaration stage but eliminated from THE UNIBET
        LINCOLN (HERITAGE HANDICAP) (CLASS 2).

3.     At the 48 hour declaration stage for THE UNIBET LINCOLN (HERITAGE
        HANDICAP) (CLASS 2) owners of horses which are being declared to run, but
        which are liable to elimination will be offered the option to run in THE UNIBET
        SPRING MILE HANDICAP STAKES (CLASS 2).

4.     Owners whose horses are eliminated from THE UNIBET LINCOLN
        (HERITAGE HANDICAP) (CLASS 2) and who have expressed a wish not to
         run in THE UNIBET SPRING MILE HANDICAP STAKES (CLASS 2) will
         have their stake returned under the provisions of Rule (F)110. However, Owners
         whose horses are eliminated from THE UNIBET LINCOLN (HERITAGE
        HANDICAP) (CLASS 2) and who have expressed a wish to run in THE
        UNIBET SPRING MILE HANDICAP STAKES (CLASS 2) will automatically
        be charged a stake of £100 for the latter race, but will have their stake for THE
        UNIBET LINCOLN (HERITAGE HANDICAP) (CLASS 2) returned as above.

5.     Weights for THE UNIBET SPRING MILE HANDICAP STAKES (CLASS 2)
        will be allocated using the same handicap ratings as used for THE UNIBET
        LINCOLN (HERITAGE HANDICAP) (CLASS 2). In addition, the penalty
       structure for THE UNIBET LINCOLN (HERITAGE HANDICAP) (CLASS 2)
       will apply for THE UNIBET SPRING MILE HANDICAP STAKES (CLASS 2). 

6.    Ten runners or more must be declared for THE UNIBET SPRING MILE
       HANDICAP STAKES (CLASS 2), or the race will be cancelled.

7.   If a horse is to run in a hood, blinkers, eyeshield, visor, eyecover, sheepskin
      cheek pieces or a tongue strap, the declaration made out at the time fixed for
      THE UNIBET LINCOLN (HERITAGE HANDICAP) (CLASS 2) will also
      apply for THE UNIBET SPRING MILE HANDICAP STAKES (CLASS 2).

ENTRY NOTICE

Owners and trainers are reminded that the Racing Calendar Office must be provided with 10 days notice, in writing, in advance of making an entry in a
Handicap, or any other rating related race, both Flat and National Hunt, for a horse which has been permanently imported into Britain having been racing
abroad (Ireland excluded).

NORTHERN LIGHTS SERIES

The British Horseracing Authority is pleased to announce details of the 2017/18
Northern Lights Series, designed to provide greater opportunities for mid-tier
jump horses at Northern racecourses.


100 qualifying races will be held at 14 jump racecourses, north of and including
Doncaster Racecourse. The qualifiers will start on December 14th, 2017,
culminating in a valuable Finals day, which will be held at Carlisle Racecourse on
December 2nd, 2018.


The five Series and corresponding £35,000 Finals are:
3m Handicap Chase Series
2½m Handicap Chase Series
2m Handicap Hurdle Series
3m Handicap Hurdle Series
2½m Mares’ Handicap Hurdle Series


Qualification


There will be 20 Qualifiers in each series. The Finals will be Class 2 Handicaps
with a top weight of 11st 12lb equating to a rating of 125 at entry. Any horses
rated above 125 at entry will still be permitted to run but must carry the extra
weight equating to their rating. Full details will be included in the race conditions
of the Finals.


The series are not confined exclusively to horses who are trained in the North, but
any horse wanting to take part in the finals at Carlisle will be required to run in at least
two qualifying races, including being placed in the first eight on at least one occasion.

48 HOUR DECLARATIONS

 

Owners and trainers are advised that declarations to run and declarations of
riders for all races taking place on a Sunday must be made on the previous Friday.


Similarly, declarations to run and declarations of riders for all Flat Races will take
place 2 days prior to running.


Declarations to run and declarations of riders for all Grade 1 non Novice Steeple
Chases and Hurdle Races and non Juvenile Hurdle Races will also take place
2 days prior to running.


In addition, Grade 3 Steeple Chase and Hurdle Race Handicaps and such other
races as may be permitted by the British Horseracing Authority MAY have 48
hour declarations, at the option of the Racecourse Executive.


The specific dates and times for declarations are contained in the final
programmes for the meetings and races concerned in the Races to Close
section of The Racing Calendar. 

 

 

NEW HANDICAP QUALIFICATION CRITERIA

Owners and Trainers are advised that with effect from January 1st, 2018, no horse
trained in Great Britain may run in a Handicap unless the Handicapper is prepared
to allot a rating and


.      it has run at least three times in a flat race in Great Britain and/or Ireland, or
.      it has won twice in a flat race in Great Britain and/or Ireland with at least one
       of the wins being in Great Britain.


Any horse that was previously eligible for a handicap rating but which does
not now meet the new qualification criteria will be required to meet the new
qualification criteria detailed above before becoming eligible for a handicap
rating in 2018.
